Masters of Arts in Economics (University of Rhode Island) et agrégé des Facultés de Droit, OLIVIER PASTRE, Maître Assistant puis Professeur à l’Université de Paris XIII (l978-1983) a été consultant auprès de l’OCDE et de la CEE (1979-1981) et a présidé un groupe de travail du Commissariat au Plan consacré à « l’internationalisation des intermédiaires financiers français » (1982) avant d’entrer à la Direction du Trésor comme chargé de mission (1983) puis comme conseiller auprès du Directeur (1984) chargé du dossier “Monétique”. Dans ce cadre, il a représenté le Ministre des Finances au cours des négociations qui ont conduit à la création du GIE Cartes Bancaires.

En 1985, OLIVIER PASTRE s’est vu confier la réalisation d’un rapport pour le Directeur du Trésor sur la Modernisation des Banques Françaises. Nommé doyen de la Faculté des Sciences Economiques de l’Université de Paris VIII (1986), il a ensuite présidé un groupe de travail du Commissariat au Plan consacré au devenir du système financier français face à la concurrence internationale (1987).

De 1987 à 2002, OLIVIER PASTRE a été Directeur Général Adjoint (jusqu’en janvier 1995) puis Directeur Général de GP Banque (rebaptisée SBFI à partir de 1999), seule banque d’affaires européenne à s’être spécialisée sur le Maghreb et le Machrek. A ce titre, il a dirigé une quarantaine de cadres répartis entre la France, le Maroc, l’Algérie et la Tunisie et a géré cinq fonds d’investissement. Olivier PASTRÉ est (ou a été) administrateur de Medifin et MSIN (Maroc), d’Union Bank (Algérie) et d’IM Bank (Tunisie). Il a été nommé Directeur Général d’IM Bank en 2000 et Président en 2001. Dans le cadre d’IM Bank, OLIVIER PASTRE a piloté plus de 30 privatisations au Maghreb en tant que conseil du Gouvernement ou d’investisseurs privés.

OLIVIER PASTRE a dirigé de 1979 à 1984 les collections économiques des Editions La Découverte (et créé, notamment, la collection Repères). Il a créé en 1987 et est aujourd’hui conseiller Scientifique de la Revue d’Economie Financière. Il est membre du Conseil Scientifique de l’Autorité des Marchés Financiers (AMF), administrateur de l’Association des Directeurs de Banque et d'Associés en Finance, Professional Fellow de l’Institut Europlace de Finance, administrateur de CMP Banque, chroniqueur sur France Culture et Arte, et directeur de collection aux Editions Fayard.

En Mai 2006, OLIVIER PASTRE a remis au Ministre de l’Economie un rapport sur les « Enjeux économiques et sociaux de l’industrie bancaire » et, en Octobre 2008, un rapport sur la « Finance Islamique ». Il a été membre de la Commission de Surveillance de la Caisse des Dépôts de 2009 à 2012.

Master of Arts in Economics (University of Rhode Island) and Ph D in Economics(University of Paris), OLIVIER PASTRE, Professor at the University of Paris XIII (1978-1983) has worked as consultant for the OECD and for the European Commission (1979-1981), and has chaired a commission of the French Planning Commissariat devoted to the “Internationalisation of French Financial Institutions” (1982) before joining the Treasury Department at the Ministry of Economy and Finance as a staff member (1983) then as adviser of the Director (1984) in charge of the “Payment System and Electronic Fund Transfer System”. In this position, he has been the representative of the Minister of Economy and Finance in the merger of all the payment cards networks in France.

In 1985, OLIVIER PASTRE has been put in charge the Director of the Treasury of a report on the Modernisation of French Banking which contributed to several reforms being undertaken in France in the years 1986-1989. Elected dean of the Economics Department at the University of Paris VIII (1986), he then chaired several commissions devoted to the future of the French financial system.

From 1987 to 2002, OLIVIER PASTRE has been managing director and board member of GP Banque (redenominated SBFI in 1999), the only merchant bank with a strategy focused on Maghreb and Mashrek countries. In this position, he has managed four teams of 40 seniors merchant bankers located in Paris, Casablanca, Algiers and Tunis. Olivier PASTRÉ has also managed five closed and open end funds invested in the South Mediterranean countries. Olivier PASTRÉ is a member of the board of IM Bank (Tunisia) and has been a board member of Union Bank (Algeria) (1995-1997) and Maroc Service Intermédiation (Morocco) (1993-2000). In 2000, he has been elected Chief Executive Officer of IM Bank and, in 2001, Chairman of the Board. With IM Bank, Olivier Pastré has been involved in more than 30 privatisations in the Maghreb as advisor of the Government or of private investors.

Since 2001, OLIVIER PASTRE is Professor at the University of Paris VIII. He is the scientific adviser of the Revue d’Economie Financière, member to the Scientific Committee of the Autorité des Marchés Financiers (the French S.E.C.), member of the board of the Banking Directors Association, Professional Fellow of the Europlace Institute of Finance, Columnist on the radio France Culture and the TV Channel Arte, editor at Editions Fayard and the author of numerous articles and books among which :
